Planning group wants public-hearing discretion for large assembly uses and some vocational schools

Commissioners discussed whether places of assembly, recreation-entertainment establishments, and vocational schools should be permitted by right or subject to administrative or full use permits. S5 and S2 argued that large entertainment or recreational uses could have outsized traffic and neighborhood impacts and should therefore go before the planning commission: "I'm thinking it should be UP," S5 said of recreation-entertainment uses.
Staff noted that an AUP (administrative use permit) can provide faster review while still offering oversight and that the commission could keep a higher permit threshold for larger-scale entertainment venues or resorts. Commissioners asked staff to align the permit level for assembly and recreation facilities with public-notice needs so neighbors receive adequate notice and the commission retains discretion where community impacts are probable.
