The Lindsay City Council voted to deny the Preliminary Plat for the Breezy Haven Addition, a proposed RV-park-style development on 16.06 acres in the A. Elston Survey, after residents raised safety and infrastructure concerns and council concluded the filing did not meet the city's subdivision and planning standards.
Glenn Block moved to deny the plat, saying the application "does not conform to the general plan of the municipality and its current and future streets, alleys, parks, playground, and public utility facilities" and does not meet subdivision rules; Jeff Neu seconded and the motion passed 4-0. Bradley Anderle, representing the applicant's review process, noted the application had been revised and resubmitted after a prior denial on May 12, 2026.
Residents who spoke during the public-comment period urged the council to put "school, community and children first," raising concerns about a transient population, traffic near the nearby school, water and sewer capacity, and limited tax benefit from an RV park. Jason Monk, an engineer on the project, told the council that the planned Phase 1 would include "40+ lots" and rely on septic systems rather than a municipal sewer connection.
The council convened an executive session under Sec. 551.071 of the Texas Government Code before returning to the open meeting and voting on the plat. The meeting record shows the council returned from executive session at 8:02 p.m. and then took action to deny the plat; the minutes also list adjournment at 7:45 p.m., a discrepancy in the record.
The denial means the applicant may revise the preliminary plat to address the council's stated conformity and infrastructure concerns and resubmit for future consideration.
