Salsberg said he preferred not to annex the full 14-acre tract into the city before the zoning decision because rezoning might be denied; he noted two acres of the site are already inside city limits. Commissioners asked about commercial plans for the site; Salsberg said no commercial plans had been developed. Bradley Anderle (Zoom) clarified that City Council will consider both annexation and rezoning.
