Gull Lake Board unanimously votes to permanently expel student after closed disciplinary hearing

Carole Mendez, president of the Gull Lake Community Schools Board of Trustees, presided over a special meeting April 24 in Richland that included a closed disciplinary hearing requested by the student's mother under the Michigan Open Meetings Act. Vice President Desiree LaDuke moved to convene the closed session under MCL 15.268(1)(b); Secretary Mini Paulose-Murphy supported the motion and the board voted 5-0, with Trustees Krystal Scott-Rhodes and Laura Zervic absent.
Attorney Jennifer Starlin read the resolution the board considered after the closed hearing. The resolution states: "The Student is permanently expelled from the District." The board's minutes say the administration had recommended expulsion after concluding the Student "engaged in deliberate and premeditated actions that lead to the assault of a student and provided false and misleading information to administration during the investigation." Member LaDuke offered the resolution and Trustee Eddie Keene supported it; the board voted AYES: Paulose-Murphy, McCann, Keene, Mendez, LaDuke; NAYS: None.
Under the resolution, the expelled Student may not be on school property or attend district functions during the expulsion period without prior written approval from an appropriate administrator. The resolution sets procedural dates and conditions for any petition for reinstatement: a petition to the Superintendent may be filed no sooner than February 1, 2027, and reinstatement could occur no sooner than April 6, 2027. Reinstatement is discretionary and contingent on requirements including successful participation in a Superintendent‑approved counseling program, provision of competent evidence from a licensed professional that the Student does not pose a risk of harm, satisfactory participation in an educational program during expulsion, and completion of recommendations in any psychological or counseling report.
The resolution cites the Revised School Code (sections noted in the minutes) and directs administrators to implement the resolution and exercise delegated authority to carry out its terms. The minutes record that the board declared the resolution adopted and that all conflicting resolutions were rescinded. The special meeting adjourned at 9:24 a.m.
