The Lindale Planning and Zoning Board on Jan. 12, 2026 discussed the possible annexation and future residential development of 14955 CR 411 (Harvey Road) after Director of Planning and Development Steven Lloyd introduced the item. The applicant, submitted by Nicholas Allegretto, elected to pursue annexation under R-1C zoning following board guidance from September 2025.
Board members said R-1C zoning had been indicated previously as acceptable provided that no smaller lots were proposed, and the board had supported R-3 multifamily zoning along the main roadway in the earlier discussion. A sewer easement is being incorporated into the city limits to meet the contiguity requirement for annexation, and the proposed development is described as a residential subdivision with a cul-de-sac accessed from CR 411 (Harvey Road). Steven Lloyd explained that it is common for one party to finance annexation and infrastructure (water, sewer, streets) while another entity later undertakes construction of the homes.
Board members raised concerns about plans being prepared by one party and later transferred to a different party for building the subdivision; the board did not take formal action and the matter remained a discussion item. The meeting record notes no vote on annexation at this session.
