S3 (Chair) described the draft and said she had patterned Bloomfield’s proposal after Waukee but removed references to bike lanes and to language about police bicyclists: "You'd like to set the public hearing in order to talk through chapter 76," she said. Councilors asked clarifying questions about how dismount zones would be designated and whether electric scooters would be treated the same as bicycles; S3 confirmed scooters are covered under the draft.
Council members agreed to set the hearing three weeks out to gather community input. Staff will prepare signage and outreach materials and return the ordinance with recommended language for first reading after the hearing.
