Board debates bylaws wording and adding developer review step before Planning & Zoning

Board members reviewed the Economic Development Board bylaws and a draft of the Comprehensive Economic Development Strategic Plan. Discussion focused on minor language/syntax fixes in the bylaws and on whether the board should be codified to review development agreements or development negotiations before they go to Planning & Zoning and then council.
Members said adding the Economic Development Board as a formal review step could increase transparency and give the board nd the public additional opportunities for comment. One staff member noted codifying a prior review "is an extra step but, you know, if that's what it takes," and the board agreed to recommend the change to council so that the developer (or staff) would present to the Economic Development Board before Planning & Zoning for development agreements that require negotiation.
