Finance director weighing ClearGov and OpenGov; estimated ~$50,000/year implementation cost

Finance Director Rosa Cojulun told the Finance Committee she has contacted two vendors—ClearGov and OpenGov—to modernize the Village’s budgeting process. She described both platforms as cloud-based systems that integrate with Tyler Munis and provide operational budgeting, personnel budgeting and digital budget book functions intended to improve transparency and reduce manual posting of budget documents.

"The cost is roughly $50,000.00 a year with the first year being a little bit more for the implementation process," Cojulun said, adding that implementation would take roughly 2–3 months and training about three months. She said ClearGov has offered a prorated amount for the first year. Cojulun emphasized that, given current workload and the upcoming budget cycle, she wants to research both vendors further and present detailed dollar figures and references before making a purchase recommendation.

Trustee Michael Carpanzano suggested compiling an itemized list of labor and expense savings to compare against software costs, and he also requested an update on the recent audit; Cojulun said field work for the audit is coming up next week. Cojulun noted she has been training Scott Pascente, the recently promoted HR Manager, and that some consolidated HR tasks will be returned to Human Resources over time.

Next steps: staff will continue vendor research and return with cost comparisons, implementation timelines and vendor references for committee review.
