"Alternative 3 does achieve the housing units per income band," Nicole said during her presentation, and later stressed that Poulsbo was "specifically deficient in the 0 to 80% AMI." Staff noted that Alternatives 3 and 4 meet the requirement imposed by the state and that the difference between those two alternatives is approximately 331 total housing units.
Commissioners pressed staff about whether middle-housing elements (Alternative 2) or statewide legislative changes — which staff said they are tracking — could change the city's path to meeting targets. Staff responded that some statutory changes, if enacted with mid-year effective dates, would likely be incorporated via amendment packages in late 2025 rather than forcing changes to the immediate adoption schedule.
The presentation referenced "House Bill 12 20" as the state change that altered housing planning and allocation; staff emphasized that final EIS and subsequent development-regulation amendments are the tools the city will use to ensure consistency with state requirements.
