The Langley City Council voted to place a proposition on the Nov. 3, 2026 general election ballot that would authorize the city to increase its regular property tax levy above the limit established in RCW 84.55 to support continued governmental services and upgrades to the city's operating and electronic technology. The motion passed 4 '''' 0 (Councilmember Savannah Erickson not voting).
Finance Director Kelly Beech explained the city's financial situation and Mayor Kennedy Horstman read a statement outlining how the city arrived at the current budget shortfall. The council held a second reading of the ordinance and voted to request that the Island County auditor place the proposition on the ballot; the ordinance fixes the time when the measure would become effective if approved by voters.
