Grand County adopts two-year moratorium on commercial solar, wind and battery projects

On June 24 the Grand County Board of County Commissioners adopted a two-year moratorium on processing, reviewing or constructing commercial-scale solar, wind and battery energy storage projects of 25 kilowatts or greater in unincorporated Grand County.
Community Development Director Chris Manguso said staff researched land-use rules across Colorado and recommended a moratorium to allow a public process during the county's master-plan update. Planning Commission recommended a two-year moratorium and inclusion of wind and battery storage in the scope. Commissioners noted concerns about large acreage use, impacts to agricultural land, wildlife and wetlands, disposal of materials at end-of-life, and the need to tailor regulations to Grand County's large public-land base.
The moratorium takes effect June 24, 2025, and expires June 24, 2027; staff said the issue will be part of master-plan public engagement and that the board will consider model codes and examples from other Colorado counties during that process.
