The applicants had completed a state water‑augmentation plan in 2022, which permitted two wells; staff said the subdivision regulations had changed since the applicants began the process and that honoring the earlier guidance was appropriate in this unique case.
Planner Hannah Zagon recommended approval with a variance to section 3.4 to allow wells and septic and listed six conditions to be met before recording. Commissioners discussed fairness about not changing rules mid‑process and affirmed that this was a one‑off accommodation rather than setting a new county precedent. "Staff decided to honor what was told to them in 2022 and took this request forward," Zagon said. The board moved and approved the preliminary/final plat as presented with the conditions.
