Grand County approves $25.6 million guaranteed maximum price for new EMS station

Grand County commissioners voted June 24 to approve a guaranteed maximum price (GMP) amendment totaling $25,635,596 for a new EMS station in Granby.
Project manager Jeff Hickam told the board the figure could be reduced as the design team trims lighting and plumbing fixtures and noted that the GMP does not include a previously awarded $1,800,000 grant. County financing sources discussed included a Certificate of Participation (COP) covering about $25 million, roughly $5 million from EMS reserves previously transferred, the $1.8 million grant, and owner costs moved out of the contractor GMP. Hickam and county staff said contingency and allowances have been tightened from an earlier 6% contingency down to about 2% as the design matured.
Commissioners moved to approve the GMP amendment and to authorize the chair to sign all applicable documents so construction can proceed on schedule. One commissioner summarized the countypoint that architects often specify premium packages and that scaling back fixtures could produce savings without affecting core functionality.
The project manager said the overall budget cited in the discussion was about $31.6 million when owner costs and contingencies are included; further refinements and grant-seeking remain part of the approach to lower the countyobligation.
