Planning commission sends water/sewer amendment to agencies after staff proposes requiring county facilities within 300 feet to connect

James Ritter, Deputy Director of Enterprise Funds in Public Works, presented a draft text amendment to the Calvert County Water and Sewer Comprehensive Plan that would require county-owned facilities located within 300 feet of public water and sewer lines to connect to the system. Ritter said the change aims to reduce reliance on septic and wells, improve public health and environmental protection, and increase infrastructure efficiency.
"The Department of Public Works is proposing a text amendment to the water and sewer comprehensive plan to require that all county owned facilities located within 300 feet," Ritter said. Commissioners asked how many properties would be affected; Ritter replied it was a small number and that the county has capacity for current and near-term growth. After discussion a commissioner moved to send the amendment to agencies for review, schedule a public hearing for 05/21/2025, and add language specifying the amendment would not require converting nonpotable irrigation wells to potable service. Ritter clarified, "We would not direct for drinking water to be used for irrigation. That would not be a goal." The motion carried by voice vote (7–0).
