Stephanie Sperling, Park Planner, presented the draft Halloween Point Park master plan prepared with consultant Murphy and Dittenhofer. Sperling said the county received more than 2,000 resident survey responses in fall 2023 and completed the draft in September 2024. Proposed improvements include bermudagrass-field updates, a synthetic-turf field in the park's northwest, a paved walking path circling the park, food-truck areas, renovated baseball infields and dugouts, a new pavilion and a potential in-ground skate park.
"Based on the results of the survey, we completed the draft plan in September 2024," Sperling said. Staff recommended three options: (a) send the plan to agencies for review, schedule a public hearing for 05/21/2025 and notify agencies and adjoining jurisdictions at least 60 days in advance; (b) direct staff to make changes and proceed with (a); or (c) direct staff to make changes and return to the Planning Commission. A commissioner moved to direct staff to send the draft to agencies for review and schedule the public hearing for May 21, with 60-day notices; the motion passed by voice vote.
