Jessica Gitano, Planner III with Calvert County Department of Planning and Zoning, presented LARC case 2024-02 for a proposed AutoZone at 11749 H G Truman Road (Tax Map 42, Parcel 111) in the Lusby Commons Shopping Center. Gitano said the application was reviewed administratively because the Lusby Architectural Review Committee lacked a quorum; staff found the proposal consistent with Lusby Town Center design guidelines except for façade length.
"The applicant proposes a front building facade of 100 feet in length," Gitano said. Under the Lusby Town Center Zoning Ordinance, façade length is limited to 50 feet unless the commission approves an extension up to 150 feet provided four conditions are met (ARC recommendation, 70% ground-floor activation, sidewalks and internal pedestrian network). Staff told commissioners the proposed elevation includes awnings, masonry features, display windows and doors along 76% of the horizontal length, satisfying the ground-floor activation test. A commissioner moved to approve the application as recommended by staff; the motion passed by voice vote (recorded as 7–0).
