Calvert planners propose consolidated 'Master Plan of Town Centers'; commission endorses format

Tay Harris, long range planner for Calvert County Planning and Zoning, presented a proposal to consolidate individual town-center master-plan updates into a single document the department calls the "Master Plan of Town Centers." Harris said the consolidated approach would keep a three-phase process—identifying issues, developing the plan, and adopting the plan—while placing countywide background, goals and public-participation material in a Chapter 1 applicable to all town centers.
"The Department of Planning and Zoning proposes a new approach to streamline the town center master plan update process," Harris said. Staff recommended that subsequent chapters be dedicated to each town center so individual updates remain specific while shared material avoids duplication. Harris identified older plans—Owings, Huntingtown, Lusby, Solomons and St. Leonard—as priorities because some plans have not been updated in about 40 years.
Commissioners discussed timing and public review steps; Harris explained staff expects to present draft Chapter 1 and the Prince Frederick chapter in March, seek direction in April about holding a May public hearing, and then follow with a Board of County Commissioners hearing in June. A commissioner moved to adopt staff's proposal for the consolidated format and process; the motion was seconded and approved by voice vote.
