County approves a bundle of human‑services contracts for child‑welfare and family supports

Rutenberg described the Urban Laboratories contract (urinalysis and swab testing) as "not to exceed $8,000" for the fiscal year, and explained supervised parenting time and parent‑child interaction services through New Horizon and Maple Star/Claravita are used when children are removed from home; New Horizon's contract was described as "not to exceed $10,000." The board approved the contracts and authorized signatures. Commissioners probed maintenance and long‑term sustainability questions for a separate public‑health greenhouse project funded entirely by a Colorado Growers Association grant; Public Health staff said they will pursue additional grants and an intern position to support maintenance.
