Hurlwyn also described the secured transport permit under state law (referencing House Bill 211085), noting the permit reduces reliance on patrol vehicles when transporting people in crisis. The board approved the secured transport application and permitted Connor Udell, doing business as Sheepdog Transport LLC, to provide the described services and authorized the chair to sign.
