Director Meredith Penny summarized staff work to inventory critical facilities, review regional hazard profiles and calculate priority risk index scores. "Ultimately, earthquakes were the top one, then landslides, and then flood hazards," she said, and staff consolidated an initial list into 28 mitigation strategies prioritized by benefit/cost, grant eligibility and lead agency responsibilities. Penny noted that participation is required under the Federal Disaster Mitigation Act to maintain FEMA grant eligibility.
Council asked clarifying questions about wildfire ranking and alignment with other local plans; one council member suggested checking table entries where event dates and declarations might be mismatched. Council voted to authorize submission of the draft annex to Island County and invited public and commissioner input before the staff deadline.
