Langley council authorizes first reading to consolidate municipal fee chapters

The Langley City Council on July 6 authorized a first reading of an ordinance to repeal multiple, dispersed fee sections in the municipal code and replace them with a single consolidated chapter for municipal and land‑use fees.
Mayor Heidi Horstman introduced the measure as an effort to make fee administration more consistent and transparent. "The goal in this update is to consolidate them into a single chapter for transparency, consistency, and efficiency for fee recovery," she said. Council moved and seconded the ordinance; the council then authorized the first reading by voice vote.
Council members asked clarifying questions about chapter numbering and staff confirmed a correction to a referenced section (3.26). City staff framed the change as administrative: the adoption of the consolidated chapter will establish a single policy and process for fee recovery, but it does not itself set new fee amounts until those schedules are published or bracketed within the code or follow‑on rulemaking.
The ordinance will return for a subsequent reading where council can consider final wording and any line‑item fee amounts as needed.
