Dr. Manley disagreed with the proposed fix and told the board the town had "ignored the statutes by allowing property owners in the past to fill in ditches and not clear out driveway culverts," arguing the Avolis plan was only a partial fix and called for cleaning and replacing culverts more broadly. The board agreed to meet Dr. Manley at the property before deciding; Mayor Tyson noted the town had already hired an engineer and suggested Dr. Manley hire his own engineer if he wished an alternate assessment.
