Engineer says NCDOT likely to reject crosswalk locations on Phase V pedestrian plan; board to review drawings in December

Mayor Pro-Tempore Daniel E. Murphy told the board the Metropolitan Planning Organization would be willing to submit a project application to NCDOT on behalf of the town for crosswalks, safety lights and curbing as part of the Phase V pedestrian plan. Engineer Joe Avolis, who spoke to the board, cautioned that "NCDOT would not approve the crosswalks in the area of the installation," and that NCDOT-installed curbing could cause a delay in project completion.
Avolis asked to be added to the December agenda to present completed Phase V drawings so the board can review final plans before any application is submitted. The board did not take formal action at the Nov. 6 meeting but discussed next steps for coordination with the MPO and NCDOT.
