Council approves Union Oil Building endowment fund; Juarez recuses

The City Council approved item 9C to create (and slightly rename) funds for the Union Oil Building following staff clarification about titles and purposes.
Councilmember Carlos Juarez declared "both an actual and a perceived conflict" on item 9C, saying he owned property within 500 feet of the oil museum and served on the Santa Paula Historical Society board; he announced he would abstain and recuse himself and left the room. Director Greg Barnes explained staff’s proposal to rename the operating fund to "Union Oil Building Endowment Fund" and to create a second fund for capital projects that will follow Chevron’s agreement for maintenance and allowable uses. The council then approved item 9C as amended.
The motion to approve the remainder of the consent calendar (9A, 9B, 9D and 9E) passed earlier in the meeting on a separate motion.
