Council approves sale of two surplus city parcels to adjacent owners

The council approved two purchase offers for city-owned surplus parcels near the western end of the airport and the Santa Clara River. Director Mason said the properties are within airport safety zones or landlocked, are not leased and require cleanup; selling to adjacent owners would allow businesses to expand and reduce city maintenance obligations.
Council approved acceptance of a $170,000 offer from Cedaro Constructions Inc. for one parcel and an $88,000 offer from Santa Paula Materials Inc. for two parcels. Mason said the parcels had low property-tax income and that the city used an appraisal process to set fair market prices. "The properties that we are looking at putting up for sale are...at the end of the runway next to the Santa Clara River...Because they're an airport safety zone, they're areas that don't allow for structures," Mason told the council.
Council authorized the City Manager to execute purchase-and-sale agreements in forms approved by the city attorney and authorized related budget adjustments. Staff said proceeds and cleanup will be tracked through the appropriate budget and will be brought forward in financial reports.
