Council discusses draft Suquamish Tribe agreement to provide services at recovery resource center

City staff described a draft 2025 agreement and sublease with the Suquamish Tribe to provide behavioral-health services at the Recovery Resource Center, including peer support and substance-use-disorder professionals. The tribe would pay $600 per month rent for the space and provide services to both tribal and non-tribal clients. Staff emphasized the arrangement is intended to formalize an existing partnership and expand recovery services in North Kitsap.
"The tribe will be, providing services to center members, which is both tribal and non tribal, tribal, individuals," Rob Gelder said while explaining the sublease and service scope. Several councilmembers asked follow-up questions about caseload projections, funding sources and whether the tribe's planned opioid-treatment program (OTP) would use the same funding sources; staff said they would follow up with additional details and recommended moving the item to a future business agenda for final action.
