City OKs ADA curb-ramp upgrades contract; TIB grant covers bulk of work

Public Works presented the ADA curb-ramp upgrades project and explained that the Transportation Improvement Board (TIB) awarded a $600,000 grant for construction. Staff described a base bid for 35 curb ramps and a bid additive for 12 additional ramps; six bids were received and Asphalt Patch Systems submitted the low base bid of $465,000. Due to time and budget constraints, staff recommended awarding only the base bid.
"So, we did receive a grant from TIB, the Transportation Improvement Board, for $600,000," Josh Raines said while outlining schedule constraints and a March 25 TIB deadline for construction payment eligibility. Council moved to award the base contract to Asphalt Patch Systems for $465,010 and authorized change orders up to 10%.
Staff noted the project includes a 50-working-day schedule for the contractor to complete the base scope and that city funds will cover construction management and contingency. The contract award proceeds to contracting and mobilization consistent with the TIB schedule.
