"The actual flows that'll entertain a craft floating through the ranch is more like 300 to 400 CFS," Firth said, describing flow thresholds and a proposed cap on daily boats to protect fishery quality. He outlined an adjacent hatchery and a trial approach that would be closely monitored and administered—Friends of the Lower Blue offered to manage permitting and administration as a neutral third party.
Firth said that public access at the existing BLM parking area is unlikely due to steep, eroded banks and proximity to private potable-water intakes, and that the ranch would instead offer a small, managed launch with a permit system to avoid crowding and habitat degradation. Commissioners called the ranch’s offer generous and supported a cautious pilot approach while the County awaits a decision from the Bureau of Reclamation.
No formal county action was required at the hearing; the item was informational and the board requested updates as the Bureau of Reclamation responds.
