County explores $483,000 plan to repair courthouse cupola, historic trim and windows

Todd County facilities staff told the board during the March 18 work session that exterior repairs to the historic courthouse —1including rebuilding the cupola, replacing custom trim and windows—1could cost up to roughly $483,000, according to Winseth Consulting estimates.
Staff explained that because the courthouse is on a historic registry, materials and methods must be approved by the historical society; scaffolding and setup costs were called out as a large component of the estimate. Winseth recommended either using Sourcewell pricing or going out to bid; staff recommended soliciting bids so local contractors would have an opportunity to compete. Facilities noted the building-improvement fund had roughly $1.57 million at end of 2024 and the board budgets $475,000 in 2025 for building improvements, and staff said they could present bid results and funding implications to the board after the public-bid process.
"The cupola will be completely rebuilt...The estimated value was 483,000 was a high market value," a facilities presenter said. Commissioners discussed whether to bid locally or use Sourcewell and asked staff to return with bid results and clearer fund-balance impacts.
