Council hears strategic‑plan progress; Measure R (one‑cent sales tax) heads to voters in November

Deputy City Manager Jonathan Royer presented the city’s 2023–25 strategic‑plan progress report and told council that staff consider 13 of 52 plan objectives completed, with most remaining items in progress.
Royer summarized completed items including economic development outreach with the Chamber of Commerce, launch of Constant Contact for business communications, the Santa Paula Future Leaders Academy, and improvements to internal communications and permitting videos for residents. He said the city is preparing a new digital newsletter and is testing a CRM/see‑click‑fix module in its asset-management system (Mainstar) before broader public rollout.
Royer also noted that, after community engagement under the “Santa Paula Speaks” initiative, the council unanimously decided to place Measure R on the November ballot: a proposed one‑cent sales-tax increase intended to fund street repairs, pothole work and additional city services. The measure will go to voters in November for final approval.
Councilmembers offered detailed feedback, asking for clearer milestone metrics tied to individual performance measures and urging staff to prioritize economic development and business-attraction work, especially as the Santa Paula West Business Park annexation advances. Staff also reported on public‑safety wellness programs, CERT training, emergency communications subscriptions and early work on a housing/homeless task force.
Why it matters: The strategic plan guides city priorities and Measure R is a near‑term funding proposal that, if approved by voters, would raise local revenues for infrastructure and services.
