Board authorizes solid-waste cap grant change orders, buys equipment and furnishings for new transfer station

The Todd County Board on April 1 authorized multiple solid-waste capital changes and related procurements tied to the county's new transfer station projects.
Solid Waste Director Mike presented Change Order #1—costing $120,182.74—and Change Order #2—for $65,595.89—both to the High-Tech contract; he said these were discussed at a March work session and that the county recommends authorizing the solid waste director to sign each change order using contingency funds and CAP grant monies. "The total cost for the change orders is $120,182.74," Mike said when introducing the first change order; earlier he confirmed the second change order price of $65,595.89 after providing the contractor's final quote. Commissioners moved and approved authorization for both changes by voice vote.
The board also approved a $29,062.91 award to Innovative Office Solutions for office furniture to outfit the new office/scale house (funded from fund 51, CAP grant and ARPA dollars). For heavy equipment, the board approved purchase of a Bobcat L95 wheel loader from FarmRite for a net cost of $76,091.23 after a $15,500 trade-in; Mike explained tariff- and steel-pricing-driven increases contributed to the final quote. Commissioners discussed operational needs for the loader, including snow removal and compost loading, and approved the purchase.
Finally, the board approved renewal of the STEP services contract; Mike said the increase is driven by Minnesota minimum-wage requirements and estimated the annual cost at approximately $150,000 (fund 51). Commissioners praised STEP as a valuable partnership for providing sorting labor at the material recovery facility and approved signing the 2025 STEP services contract.
Staff noted most of these items were reviewed in previous work sessions and that funding will come from contingency, CAP grant, fund 51, ARPA and enterprise capital funds as specified in the agenda materials.
