Sanders described a "compassionate collection" approach where routine payments can prevent referral to collections; Fire/EMS staff explained benchmarking against other departments to keep Fremont in a mid-range fee position. Parks and recreation staff outlined a new $35 fee for groups that use the city's concession stands (nonprofit discount available at 50% under the fee-application process).
Council approved the fee schedule update 6-0. Staff said they will continue to monitor statutory constraints on levies and plan to return next year with further adjustments to align schedules.
