Councilman Von Barron questioned the proposed 1 a.m. end time and whether the council should allow exceptions to the 11 p.m. hour the council has generally preferred. Chatterton clarified that the event is on private property and that the city could limit authorization (for example, authorizing the SDL only until midnight) but could not change private-property event duration.
Council debated whether private-property status justified the extended hours; Councilman Jensen noted the establishment normally operates until 1 a.m. and said the request was not an unusual exception. After discussion, the council voted 5-1 to authorize the clerk to sign the SDL.
