Council members raised questions about event classification, permitting, competition with downtown businesses and cost-recovery for city services. Staff explained the proposal would be processed as a special event and could require approvals for after-hours use and extended teardown; council decided to table the request to allow staff time to review the packet and return with recommendations and details on permit requirements, service costs, vendor parking and food permits.
