One councilmember emphasized they wanted the four components to be considered holistically and asked that staff produce cost estimates for each item before a final vote: "Could we please get cost estimates for each of those four items? Signage, employee parking, enforcement, paid parking," the councilmember said. Councilmembers also discussed enforcement models (police patrols versus contractor scanning) and potential staffing or patrol-level impacts on the police department if enforcement is assigned to the department. Staff said they can provide rough guesstimates, but that detailed procurement (RFPs) would be required for firm numbers.
