Council hears stormwater functional-plan update and proposed one-time $200 GFC increase

Charlie (stormwater/public-works staff) and Rachel Bowen presented the city’s stormwater functional plan, emphasizing system condition, regulatory changes and projected capital needs. Staff said the city manages roughly 80 miles of stormwater pipe and is seeing more stringent NPDES permit requirements that emphasize pollutant reduction, retrofits and outreach to overburdened communities.
On rates, staff presented a high-level financial analysis and recommended a one-time $200 increase to the general facility charge (GFC), to be revisited after a planned solid-waste assessment. "As part of our financial analysis, we're proposing a $200 one time increase to our general facility charge as well as proposed rates in 2027," staff said. Council members pressed staff on details, incremental-development impacts (ADUs/RVs) on stormwater load, pressure-washing restrictions tied to PCB-era buildings, and where stormwater projects (Old Town / marina area) appear on the CIP list. Staff said many stormwater projects are grant-opportunistic and construction funding will follow successful external grant applications.
