Council approves $238,000 RCO design grant for 8th Avenue culvert to restore fish passage

Rachel Bowen, the city’s stormwater permit coordinator, told the council that the aging, undersized culvert on South Fork Dogfish Creek near Iverson restricts fish passage and has been on the city’s stormwater CIP for years. "So the total design cost for the grant is $280,000 — $238,000 of that will be fish barrier removal board grant funds, and $42,000 of that will be city match," Bowen said.
Councilmember Sturdee McVeigh moved to accept the Recreation and Conservation Office grant, approve budget amendment 25‑011‑03 for $238,000 to fund design, and authorize the mayor to sign the agreement. The motion was seconded and the council voted to approve the grant acceptance and budget amendment. Bowen told the council the current action covers design only; construction costs are not included in the $280,000 and would be the subject of future grant applications and a subsequent CIP amendment.
The project team said the design work will allow the city to replace the culvert with a fish-friendly structure and better integrate future long-term 8th Avenue realignment planning. Staff noted the city already has $100,000 in the storm CIP that will be used toward the local match, and said construction will be pursued through later grant rounds or added to a future CIP year.
