Department of Employment Services Director Dr. Eunique Morris Hughes told the committee that DOES is expanding apprenticeships and youth workforce pathways while strengthening employer pipelines and First Source enforcement. "DCIA has trained over 5,300 participants with a 69% employment rate," Hughes said, and noted DCIA served more than 400 participants in FY25 with strong completion rates.
Kenneth Walker and Daniel King described evidence-based recruitment and monitoring: First Source compliance teams conduct on-site visits and periodic monitoring reports to track contractor hiring goals. Daniel King said Capital One exceeded its 35% construction-hiring goal and is trending toward 51% district-resident hires; DOES said it seeks similar outcomes at RFK and is convening contractors and partners to align training and hiring. The department also highlighted apprenticeships: 7,395 active registered adult apprentices and about 317 active registered apprenticeship programs in the District, with progressive wages and high completion rates (roughly 88–91%).
