Council expands canal-trail design scope to preserve grant funding window

To use grant funds before expiration, Midvale approved an amendment allowing final-design work on a longer stretch of the Jordan and Salt Lake City Canal so the project is shovel-ready when right-of-way issues with Salt Lake City Public Utilities are resolved.
Adam Olsen recapped the 2021 UDOT technical-assistance grant and the 2023 canal-trail feasibility study that identified the Jordan and Salt Lake City Canal as a potential trail corridor. Olsen said initial Phase I design (7800 South to 7500 South) stalled because of right-of-way and utility-owner construction demands; "to fully utilize grant funding before its expiration in December of this year (2025), staff and the Consor team propose an amendment to the contract," he said.
Council approved Resolution No. 2025-R-49 to amend the Consor North America contract to expand the final-design scope so a longer corridor will be shovel-ready when Salt Lake City Public Utilities and right-of-way issues are resolved. Staff indicated future grant applications will be pursued for construction once utilities constraints are addressed.
