Planning staff explained that proposed changes to Section 17-7-4.3 clarify how lot area is calculated for multifamily projects, remove unclear language about lot width and frontage, and explicitly allow subdivision for individual ownership when projects meet overall lot-area standards. Elizabeth Arnold said the amendment targets the RM25 zone and "won’t change anything regarding density or units," but will streamline staff review and reduce confusion.
Assistant City Attorney Garrett Wilcox added that the amendment would make the owner-occupied subdivision path more straightforward. With no public comments, the Council voted unanimously to approve Ordinance No. 2025-O-15; the motion was made by Council Member Heidi Robinson and seconded by Council Member Bonnie Billings.
