Parks Commission recommends Garlic Creek West HOA maintenance agreement to city council

Lindsey Baker, a parks staff member, presented a proposed park-maintenance agreement requested by the Garlic Creek West Homeowners Association and described by staff as a formalization of longstanding responsibilities. "Essentially, they requested a parkland maintenance agreement with the city for the developed public park in Garlic Creek, the undeveloped park that's behind it, including the trails, and then 0.333 undeveloped lot, known as Fletcher Bend in the Garlic Creek neighborhood," Baker said.
Under the draft agreement the city would maintain undeveloped public-park areas, constructed facilities such as the pavilion, playground and basketball court, and pay for metered irrigation water in public areas. The HOA would be responsible for signage that delineates public and private park areas, maintenance of landscaping in the private amenity area, and upkeep of litter and planting beds; the HOA would also irrigate private-park areas and pay for that water. Baker said any improvements to Fletcher Bend would require Parks Commission and City Council approval. The commission moved, seconded and carried a motion to recommend the agreement to the City Council for formal enactment.
