He said the most recent WAN bid came in at about $427,000, down from a previous $1.2 million estimate. "So, that that's completely contingent upon, going out, submitting that grant, and seeing if we could get it or not," he said, describing a possible state match that could reduce the district's share to about $42,000 for category 1.
Staff explained E‑Rate rules for this cycle: category 1 transport work is covered at an increased discount (speaker 5 said 90% for category 1 this year) and category 2 (inside‑building equipment and licenses) has a per‑student cap and different subsidy calculations. Speaker 5 estimated the category 2 project at roughly $174,009.33 before discounts, leaving a district share around $130,000 under current student‑count assumptions. He cautioned trustees that the final award and exact amounts depend on E‑Rate's recognized student count and the outcome of grant applications.
Board members asked about phone systems, vendor lock‑in and alternatives including Brazos Valley, Windstream and potential future entrants. Speaker 5 said Internet contracts expire in March 2027 and that the phone system would be a separate procurement: "In 2027, when our phone contract is up, we probably will change to someone else," he said. Trustees discussed timeline and contingencies: no work or funds would start until after approvals and E‑Rate authorizations in July.
The board approved motions to move forward with both category 1 and category 2 plans and to submit the necessary E‑Rate applications so staff can pursue grants and return with final figures.
