Commission hears proposed truck-route mapping and AB 98 compliance for circulation element

The consultant told the commission that AB 98 creates new requirements for mapping truck routes and for addressing environmental and operational standards for logistics facilities. "AB 98 imposes environmental and operational standards on new and or expanded logistic facilities," she said, and noted that the primary circulation-element change is to establish and map truck routes that prioritize arterials and avoid residential areas when feasible.
The presenter displayed the city's existing truck-route map (not yet in the circulation element) and said staff had identified sensitive receptors and was evaluating whether that map satisfies AB 98 criteria. Commissioner questions sought clarity on where proposed truck routes would be drawn and whether projected refinery changes would affect truck volumes; staff said those effects are speculative but can be examined if needed in project-specific analyses.
