Planning Commission reviews proposed circulation element update to align with state rules and active-transportation plans

Precision Civil Engineering planner Boek Emerson presented a study session on amendments to the city's general plan circulation element, saying the update aims to align the document with county active-transportation plans and new state requirements. "So, again, my name is Boek Emerson, and I am a planner with precision civil engineering," she said, and described three primary purposes: consistency with the 2020 Solano County Active Transportation Plan, compliance with new state mandates including SB 932 and AB 98, and minor edits reflecting the Eastern Gateway infrastructure master plan.

Emerson outlined proposed changes including an expanded active-transportation program with timelines, collision hot-spot analysis using statewide integrated traffic data, and formal inclusion of a truck-route map per AB 98. On the SB 743-driven transition from level of service (LOS) to vehicle miles traveled (VMT), Emerson said the city will "add a discussion and policies on vehicle mile traveled" while retaining LOS as a policy tool for traffic delays and thresholds for traffic studies. She also reviewed the project timeline, stating that "the goal is to have the final deliverables and the hearings in the spring of 20 26." Commissioners were invited to provide feedback; staff emphasized the item was a study session and no vote or formal action was requested.
