Wilson explained that Terracon will verify a test strip scheduled for Friday and will observe foundation work and a month‑long observation period afterward. Board members asked about long‑term performance and warranties; engineers and the geotechnical consultant described cement stabilization as the geotech recommendation to meet proof‑roll and compaction standards. Staff said the work would come from project contingency and noted a credit from upsizing drainage work that offsets part of the additional cost.
