"We are presenting to you a balanced, structurally balanced budget where our recurring revenues cover our recurring expenses," Crowell said during the presentation, noting staff used one‑time fund balance for certain purchases so recurring revenues remain aligned with recurring expenses. Crowell told the council staff proposes adding 5.5 positions to meet growing workloads and reorganizing several departments to improve efficiency.
Staff summarized consolidated financials showing total revenues of about $82.3 million and total expenses of about $85.6 million, a planned drawdown of fund balance of roughly $3.3 million, and proposed adjustments to salaries and benefits to address market competitiveness. Crowell also highlighted a package of parks and mobility priorities identified during earlier council workshops.
Council members commended staff for the presentation while noting fiscal challenges. "Expenses are outpacing revenue," Councilmember Smith said, urging continued scrutiny of supplemental requests. Crowell and Redmond said the budget will be posted publicly and that council feedback is welcome ahead of statutory hearings in September.
