Council authorizes mayor to join opioid settlements under set conditions

City Attorney Garrett Wilcox told the council the Utah Attorney General’s Office has negotiated additional national opioid settlements and that the city has been asked to participate to maximize state and county recovery that will fund public-health services. Wilcox explained that by participating the city would forgo the right to independently sue the named settling companies but could benefit indirectly if state and county programs receive settlement funds.
Council voted to suspend rules and approve Resolution 2025-R-59, authorizing the Mayor to complete participation forms for the Secondary Manufacturers Settlements and future opioid settlements under three conditions: the settlement is negotiated on behalf of Utah government entities by a Utah government entity or authorized firm; the city has no intent to file suit against a named party; and staff review finds joining is in the city’s best interest. Council members voted aye with one member absent.
