City planning staff told the council that existing master-planned-development rules were difficult to implement and not producing desired outcomes; the ordinance narrows MPD requirements to projects with common areas and reduces incentives that created inconsistent results. Knobloch explained changes to parking standards: two off-street spaces per dwelling plus 0.5 guest parking spaces, with driveways prohibited as guest parking.
Council members raised concerns about parking supply and walkability. Council Member Paul Glover asked if parking remained the same and said he would like more parking; resident Luke Maynes urged balancing parking with walkability, saying, "a lot of people want more parking but the more parking spaces you have, the less walkable spaces there are." After public comment, the council adopted Ordinance 2025-O-17 by roll call vote.
