Environmental surveys found contamination on two Regional 1 parcels; TDEC process underway

County and project staff said Phase I/II environmental work identified substances requiring remediation; the Tennessee Department of Environment and Conservation (TDEC) has entered the property into a state remediation program and staff said the identified materials can be remediated before demolition.
Task force members were briefed on environmental assessments for the two parcels the county closed on. Project staff said surveys identified materials consistent with typical urban properties and that identified contaminants can be remediated under state requirements.
"They did identify items that they said were consistent with what you would anticipate finding in any of the facilities that are in the, an urban environment," Patrice Thomas said when summarizing the hazardous material survey. She added that the property had been entered into a Tennessee Department of Environment and Conservation (TDEC) program that outlines remediation steps and requirements.
Kim Brown said the Phase I interior surveys were done and a Phase II for the grounds had been completed where access was available. Members emphasized the need for documentation of the work and asked county legal to provide approval memos and the studies used to support acquisition decisions. The group noted that remediation scope and schedules (including asbestos abatement before demolition) will affect project timing and cost estimates.
Staff agreed to deliver the environmental reports and legal documentation to the task force. Members requested Level 2 (Phase II) study results and asked that remediation plans be included in future briefings before demolition is scheduled.
