County closed on two core parcels for Regional 1; conveyance to Region 1 still pending

Task force members heard that Shelby County closed on two key parcels intended to provide land for the Regional 1 project, while additional parcels remain under letters of intent.

Patrice Thomas and Kim Brown said the county closed on the primary properties (including the parcel known in discussion as the Commercial Appeal property) but that ownership had not yet been conveyed to Regional 1. "So the county, did in fact close on the 2 main parcels of land that provides the primary acres that are need needed to be able to build the core project," Thomas said. She and other staff explained that a lease or other conveyance from the county to Regional 1 will be necessary to obtain state approvals and to allow Region 1 to exercise rights on the property.

Members raised questions about additional parcels: several remained covered only by letters of intent, and one parcel is subject to an existing lease with two years remaining on the tenant's term. Staff said the main two parcels are the mission-critical properties and that the process of abatement, demolition and redevelopment will take years; conveyance and lease arrangements will be part of the next steps.

The task force asked county legal staff to provide documentation used in the acquisition decision and to share environmental assessments and approvals with the committee. Members said they wanted transparency about whether the county assumed any conditions when completing the purchase and asked for clarity on the terms of any seller requests for additional payment.
